problem with running CLUTO 2.1.2 on Windows 64 bit

I’m unable to run CLUTO on Windows 7 64 bit machine. I’ve downloaded the appropriate files but nothing happens when I try to run MSWIN-x86_64 by clicking on .exe files in the corresponding folder. What is the proper way of running this tool?

RE: Cluto is a command-line tool.

Cluto is a command-line tool. So you have to open a cmd window and execute it at the command line.
