Installation on software (SUGGEST)

I am trying to install SUGGEST software on MSwindows platform. Not sucessful yet. There is a screen that flashes and nothing happens. One of the messages said, i have to use cmd prompt to install. Can you please tell me the details of how to install SUGGEST on windows. ( I was able to install and test gCluto, but not any other programs.)

SUGGEST's program has only a command-line interface and needs to be run from the 'cmd' window.
